- This assignment involves an assessment of the total technical rooftop solar PV potential (in m2, MW and MWh) across the total building stock in Da Nang and Ho Chi Minh City, broken down by residential, public sector, commercial, and industrial buildings. This assessment shall provide an estimate of the total, country-wide rooftop solar PV potential for Vietnam.

- The assessment shall be carried out using high resolution stereo satellite imagery and a combination of machine learning and human verification to identify suitable rooftops and quantify their potential for solar PV. LiDAR measurements or other relevant data, including city-level zoning and cadastral information, may be available from local authorities during implementation, but should not be assumed. 

- The assessment shall cover the entire rooftop space of the geographical areas administered by the municipalities of Da Nang (1,283 km2) and Ho Chi Minh City (2,096 km2).

- Phase 1:

- Conducting Verification to identify suitable rooftops and quantify their potential for solar PV

- Conducting Classification/Break - down between residential, public sector, commercial and industrial buildings

- Consulting city-level authorities on the proposed approach and outcome

- Conducting Collection of local data if needed

Phase 2:

- Developing questionnaires - based - survey of 150 largest public  building rooftops in each municipality (total 300 for both)

- Conducting visual inspection of 100 largest or most suitable public  building rooftops (total 200 for both)

Phase 3:

Training required to use them, so that Client may carry out their own analysis, and publishing them via
